HBF calls for 'urgent intervention' on housing policy from incoming Welsh govt



“Urgent intervention” on housing delivery is required from the next Welsh government, says the Home Builders Federation (HBF).


Ahead of the 7th May Senedd elections, the HBF is calling for a more “favourable policy environment”, regardless of which party is voted in.

The HBF’s blueprint for the Welsh government revolves around three pleas: deliver more homes, make the plan-led system work and support builders and buyers.

To deliver more homes, the HBF is calling on the next Welsh government to introduce all-tenure targets for housing delivery, support SME builders and inject additional funding into local authorities’ planning processes.

Additionally, the suggested approach would involve issuing standard templates for legal agreements, such as Section 106s, to reduce delays and introducing a moratorium on new policy requirements and regulations.

To support the country’s plan-led system, the HBF is calling for full coverage of up-to-date Local Development Plans, the restoration of the Technical Advice Notice and a shift to a stock-based approach for local assessments of housing needs.

Finally, the HBF wants the next government to develop a roadmap for establishing the talent required to deliver low-carbon and energy-efficient homes, and extend the Help to Buy Wales scheme beyond September 2026.
